At just after ten in the morning, the Senate Appropriations Subcommittee on Defense was called to order by the chairman, Senator Sean O’Grady of Illinois. Two members of the committee were missing, a practice that was not unusual in the city of maneuvering, meetings, and power lunches.

O’Grady looked interested as he thought about the votes his party would gain in Illinois once Kane set up shop in Chicago. He called to order three other awaiting budgeting matters before reaching the bill, which included the embryonic stem cells that Kane had been alluding to. O’Grady had shown up early to peruse the material. The merits of testing soldiers was buried within a long and boring essay on animal testing. The stipulations were that the funded experiments could have no side effects in the animals first tested, and that the product had to be tested for over three years before any human trials.

The fine print didn’t shock O’Grady as it would have most Americans. These types of tests had been going on ever since there was a military for doctors to experiment on. He noted the two paragraphs on nanotechnology research, but the key was the fine print on embryonic stem cell research Kane wanted passed. Some senators asked for a short recess and took a quick break to make phone calls. Others huddled with their staff to give the legislation another glance. Just before O’Grady called the session back to order, Senator Steve Jennings entered and took his seat. Several of the others greeted him, surprised that he looked so healthy after the news reports of his illness, and he gave them each a quick nod.

“Before us,” O’Grady started in, “is a bill that you have all had time to review, and I move for a vote unless there are questions.” Everyone anxiously stared at O’Grady, ready for a quick vote. It was Jennings who slowed the proceedings down.

Jennings stood and asked to be recognized, and although O’Grady was seething internally, he graciously ceded the floor to his colleague.

Jennings cleared his throat. “I don’t think we should fund any projects that include human testing. We aren’t scientists, we’re politicians. Until we have done our due diligence to have someone explain exactly what this testing is, I move to table any further discussion.”

O’Grady was going to jump in, but he didn’t want to seem too eager. He waited for another member to move forward.

“Well, Steve,” Patricia Dowden of California started, “I don’t think that just because we are not actual scientists, we can’t vote on this. We’re not accountants, but we still vote on money matters every day.”

“Senator Dowden is right, Senator Jennings.” This was from Bob Coletta from New Hampshire. He pushed his thick-framed glasses back on his nose and when he spoke, his lips reminded everyone of a goldfish. “It is important to be at the forefront of testing and, frankly, it’s past due. Don’t be such an alarmist. There is no human testing at these stages.”
